Englewood targets fall 2027 completion for delayed City Ditch Reach 2

Englewood now targets fall 2027 to complete City Ditch piping Reach 2, with utilities staff attributing the roughly two-year delay to design challenges and coordination with Littleton over stormwater near Lynn Hart Lake.
The revised schedule emerged during a July 27 City Council study session. Utilities staff told council the City Ditch program is budgeted at about $16 million for design and construction across four reaches. Reaches 1, 3 and 4 are complete, staff said.
Staff split Reach 2 into two phases. The Reach 2A contract has been approved, with construction expected to begin after the 2026 irrigation season. Reach 2B, the smaller section around Lynn Hart Lake, is being redesigned. Staff said the redesign involves Littleton’s stormwater flows and whether to route the work around the pond or through it.
A council member characterized the fall 2027 target as about two years behind the prior schedule. The meeting record does not identify that earlier completion date or provide a Reach 2-only cost, a revised total project price or evidence of a rate increase.
Old Hampden Complete Streets also remains paused. Public Works Director Victor Rochelle told council the city was moving away from an earlier contractor option after the council voted not to proceed with it. Staff will examine alternatives, potentially including a reduced scope, and return for a study session and direction. No date was set; Rochelle said the project would return after the options were developed.
