Commerce City Council to consider $4.01 million road-fund transfer Aug. 17

Commerce City Council is scheduled to consider a proposed $4,011,263 transfer from the road impact fee fund on Aug. 17, along with two traffic-related contracts and a public hearing on a proposed trucking-facility expansion. The agenda does not establish that any of the measures have been approved.

The meeting is scheduled for 6 p.m. with hybrid participation. Written and virtual comments are due by noon Aug. 17, according to the city council agenda.

Ordinance 2789 is scheduled for a second reading on the consent agenda after passing first reading Aug. 3. It would transfer $811,263 for Landmark Drive improvements and $3.2 million for Phase I of the Chambers Road widening project from the road impact fee fund to the capital expenditures fund.

The ordinance’s council communication says Phase I would span Chambers Road from 112th Avenue to 116th Avenue. The full widening project is estimated at $32.4 million, compared with $8.2 million for Phase I. Construction is expected to begin in 2027, with Phase I anticipated to be completed in 2029. The city is obligated to reimburse Adams and Weld Counties School District 27J up to $811,263 for Landmark Drive improvements, and the district is ready to invoice for design work. The record does not provide a separate completion date for Landmark Drive.

The council also is scheduled to consider two contracts with Lighthouse Transportation Group LLC:

• Intersection collision-avoidance technology: Resolution 2026-110 would authorize a $504,000 design-and-construction agreement, with a not-to-exceed amount of $560,460. The proposed sensors and software would provide dilemma-zone and red-light protection by extending a green signal or delaying an opposing green when a vehicle is unlikely to stop, the resolution’s council communication says. The single-use, three-month contract is estimated to run from the fourth quarter of 2026 through the first quarter of 2027. The record does not identify the intersections where the technology would be installed.
• Chambers Road traffic signals: Resolution 2026-121 would authorize a $1,314,753.07 contract for mast-arm signals at 117th Avenue and Chambers Road and at Heartland Drive and Chambers Road. The proposed contract allocates $690,591.77 to the 117th Avenue intersection and $624,161.30 to the Heartland Drive intersection, the project communication says. The work is scheduled from Oct. 1, 2026, through Aug. 9, 2027, or about 10 months and 210 working days.

The signal project would be funded through the city’s fiscal 2026-27 capital-improvement budget. The materials say it is intended to improve traffic flow, reduce delay and enhance multimodal safety.

The agenda also schedules an 8:15 p.m. public hearing on Crown Enterprises Inc.’s proposed development-plan amendment for a trucking facility at 10251 Newark Street, case D24-0010. The amendment would allow a 21,312-square-foot Phase 2 expansion, the city’s council communication says.

The development materials say the project’s traffic plan was reviewed by the city traffic engineer. The applicant would be required to add a mast arm at the Newark Street and East 104th Avenue signal so trucks can exit westbound onto East 104th Avenue, a requirement the materials say was in place before the Phase 2 request. Access at Lima Street and East 104th Avenue would remain a three-quarter movement, while Newark Street and East 104th Avenue is identified as a future signalized intersection. The applicant is working with the Colorado Department of Transportation on signal modifications, the staff presentation says. The available record does not quantify additional vehicle trips, congestion, collision risk or roadway impacts from the expansion.

The hearing could result in approval, denial or approval with conditions. The agenda materials do not report a council vote or establish that the amendment has been adopted. Final action on the transfer, contracts and development-plan amendment should be verified in post-meeting records.
