Englewood board recommends $500,000 on-call water, sewer and stormwater contract

The Englewood Water and Sewer Board voted Aug. 11 to recommend a one-year, $500,000 on-call emergency-repair contract with Insituform Technologies LLC, doing business as C&L Water Solutions Inc. The recommendation still requires City Council approval, which is not documented in the available record.

The contract would cover urgent or as-needed repairs to Englewood’s water mains, sanitary-sewer system and stormwater infrastructure. Potential work includes responding to main breaks, replacing valves and water mains, detecting leaks, repairing sewer points and manholes, lining or cleaning pipes, conducting CCTV inspections, repairing stormwater mains and catch basins, fixing sinkholes, and restoring streets, concrete and landscaping. The agreement guarantees C&L neither work nor a minimum payment. The city would issue task orders as needed, and C&L could accept or decline individual assignments.

The $500,000 maximum would be funded through the 2026 and proposed 2027 Utilities budgets, specifically Water Fund account 40-1605-61262 for water-distribution-system operations and maintenance. The packet lists a 2026 account budget of $1.085 million, with $580,201 spent year to date, and a proposed 2027 line-item budget of $250,000. The contract has no contingency.

C&L’s proposed cap is the largest of four contracts selected through the city’s 2026 solicitation for urgent water, sewer and stormwater work. The packet lists $200,000 for AGL Construction and $150,000 each for American West Construction and QP Services, bringing the combined on-call capacity to $1 million. C&L’s share would be half that total.

Utilities Deputy Director Sarah Stone said during the meeting that C&L’s comparable 2026 contract had a $1 million limit before the city expanded the contractor pool and reduced C&L’s new cap to $500,000, according to the meeting recording.
