Commerce City filing near Reunion would require Chambers Road, 112th Avenue work

Staff recommends approval of Oakwood Homes’ proposed 84-lot subdivision, whose agreements include roadway improvements and a contribution toward a future Heartland Drive traffic signal.

Commerce City staff recommends approval of Oakwood Homes’ proposed 84-lot Reunion Filing 39 subdivision, whose development agreements require roadway improvements and a cash contribution toward a future traffic signal at Chambers Road and Heartland Drive. The project remains under review, with a Planning Commission hearing scheduled for Sept. 1 and City Council consideration scheduled for Oct. 5. The supplied records do not document final action.

The approximately 22.46-acre filing is planned west of Chambers Road near Heartland Drive. It would create 84 single-family lots and six tracts for open space, utilities and drainage.

According to the city’s subdivision report, an executed development agreement requires an additional southbound lane on Chambers Road, plus turn and acceleration lanes along the length of the property. The added roadway area is described as approximately 24 feet wide.

The agreements also require construction of a portion of East 112th Avenue. That segment would be 60 feet wide, extending from Chambers Road to the western limit of the property. The applicant’s response to public comments says Filing 40 would build the portion adjacent to that subdivision, while the broader extension toward Potomac Street remains a city-and-developer planning question.

The Filing 39 agreement also requires a cash-in-lieu contribution toward the city’s capital improvement project for a future Chambers Road and Heartland Drive signal. The records do not state the contribution amount or payment deadline. The applicant says the city plans to install the signal in 2027, before Filing 39 homes are occupied.

That timeline differs from the traffic impact study dated Nov. 12, 2024. The study modeled the intersection as signalized in 2026 with completion of Filing 39, using a temporary span-wire signal until larger Chambers Road improvements are completed. The packet does not confirm that the signal has been installed or funded beyond the required contribution.

The study examined five intersections under existing 2024 conditions, 2026 opening-day conditions and 2045 projections. It found that movements were generally expected to operate at acceptable levels in the 2026 background and opening-day scenarios. For 2045, it said no movement was expected to reach a failing level of service because of traffic generated by Village 8A, which includes Filings 39 and 40.

The main exception is the westbound left turn from Heartland Drive onto southbound Chambers Road, which the study reports operated at level of service F during both existing morning and evening peak periods. With the modeled signal, it projects level of service C in both 2026 peak periods, C in the 2045 morning peak and D in the 2045 evening peak.

Those projections depend on future transportation assumptions, including a wider Chambers Road, improvements to East 112th Avenue west of the site, and signal or intersection changes elsewhere. The study also identifies queue-storage deficiencies at Chambers Road and East 112th Avenue and recommends additional storage for several turning movements. It did not analyze every roadway concern raised by residents, including a planned improvement at Chambers Road and 117th Avenue.

Staff reported that city departments and reviewing agencies had no remaining technical concerns. Questions about service capacity remain unresolved in the supplied records. The applicant says utility modeling shows adequate water, sewer, fire-flow and emergency-access capacity, but water-line construction plans still require approval from the South Adams County Fire Protection District and South Adams County Water and Sanitation District. The school district says capacity will depend partly on the timing of middle- and high-school construction planned for the 2027-28 school year.

The Sept. 1 Planning Commission agenda schedules the public hearing for about 6:15 p.m. during the commission’s 6 p.m. hybrid meeting. The staff report lists Oct. 5 for City Council consideration. As of the current reporting record, neither meeting’s recommendation or decision is documented, and final conditions, if any, remain unresolved.
