Arapahoe commissioners back workforce plan as staff report fewer training options
The 2024–27 plan for Arapahoe and Douglas counties can move toward state review; staff said new reporting rules have narrowed some federally funded training choices.
Arapahoe County commissioners signaled support Sept. 22 for submitting the 2024–27 Arapahoe/Douglas Works! workforce plan. The chair counted four thumbs-up at the study session, where staff said the plan still needs state approval and the county board chair’s signature, according to the meeting recording.
The plan guides career services, education, job training and work-based learning in Arapahoe and Douglas counties through the federal Workforce Innovation and Opportunity Act (WIOA) and other programs. The county staff report says the plan covers program years 2024–27, including a mid-cycle update for 2026–27.
At the study session, staff attributed fewer locally available WIOA-funded training options to a state reporting change. They cited unavailable certified nursing assistant training, limited commercial driver’s license options and community-college programs, and said Arapahoe Community College and Community College of Aurora were no longer listed.
Colorado’s provider guidance requires providers to report outcomes and full Social Security numbers for all students in covered programs, not only those receiving WIOA funding. For the reporting year from July 1, 2025, through June 30, 2026, the submission deadline was Aug. 21, 2026; Sept. 15 was the date providers would be notified whether their reports met requirements. Programs that fail to meet the requirements may be removed from the eligible list and have to reapply.
The meeting did not identify which local programs were affected by the reporting change.
