Castle Pines North district proposes tax cap and service-plan changes
A proposed amendment would cap the district’s general-operations property-tax levy at 7 mills and remove stormwater and recreation services from its plan. County reviews are scheduled for October and November.

The Castle Pines North Metropolitan District is seeking county approval to remove stormwater, parks, trails and open space from its service plan and cap its general-operations property-tax levy at 7 mills. The Douglas County staff report says the city already provides stormwater and recreation-related services under intergovernmental agreements.
The proposed amendment would remove the district’s authority under its service plan to provide, own or maintain stormwater facilities, parks, trails and open space, and identify the City of Castle Pines as the provider. The district would continue its other authorized services, including water and sanitary sewer. It covers about 1,450 acres, and the amendment would not change its boundaries.
The proposed 7-mill limit would be a ceiling, not a required tax rate. The current service plan sets no maximum for the general-operations levy, and the county report says the amendment would not change the district’s existing financial plan. Douglas County’s 2025 tax records list the district’s levy at 3.5 mills but do not identify it as an operations-only rate. A 7-mill rate equals $7 per $1,000 of assessed value; the proposal does not set a future rate or determine any individual property owner’s bill.
The county Planning Commission is scheduled to review the proposal Oct. 5, 2026, and may recommend approval if it finds the statutory criteria are met. A Board of County Commissioners hearing is scheduled for Nov. 10. The amendment would take effect only if the board approves it.
