Englewood authority approves roughly $479,000 contract for South Broadway work
Level 5 will plan and oversee a 2027, block-by-block streetscape project spanning about 3.5 blocks, with business outreach and access coordination built into its work.
Englewood’s Downtown Development Authority (DDA) approved a contract with Level 5 Collaborative worth roughly $479,000 to prepare for and manage a South Broadway streetscape project. The board recorded four votes in favor and none against on Sept. 23, according to the meeting transcript.
The improvements are planned for about 3.5 blocks, from Little Dry Creek to Eastman Avenue, the city says. The city aims to complete the work in 2027. The DDA’s executive director described construction as a roughly 10-month effort expected to proceed block by block.
Level 5’s contract covers planning before construction, project controls, construction oversight and closeout—not the construction itself. Its work includes reviewing plans and costs, coordinating schedules, utilities and contractors, and monitoring construction. The agreement and fee schedule list $98,348 for preconstruction and pricing work in 2026 and $381,000 for 2027 work, subject to appropriation. The executive director said preconstruction was expected to begin Oct. 1; the schedule budgets construction management from Feb. 1 through Nov. 15, 2027, with closeout through December.
The executive director said business entrances and parking would remain accessible during construction. The contract also calls for maintaining accessible pedestrian routes and emergency and delivery access, and for coordinating work around business operations. A Level 5 business liaison is to conduct door-to-door outreach, provide advance notices and maps, and coordinate with affected businesses. The DDA plans weekly business updates, while its communications team will lead public messaging.
The DDA is also developing a storefront-beautification grant program. An August agreement with Grounded Collaborative calls for stakeholder input and recommendations on a program framework, describing potential participants broadly as eligible businesses and property owners in the project area. The program’s eligibility and award rules are still being developed; the agreement does not promise grants to particular businesses. Level 5’s contract is for the Public Realm Action Plan, separate from the City Council’s South Broadway Complete Streets project.
