Englewood downtown authority sends $9.28 million 2027 budget proposal to council
Capital investments make up about two-thirds of proposed spending, including funding for Little Dry Creek Park and Plaza and a potential contribution to Old Hampden Complete Streets.
The Englewood Downtown Development Authority voted Sept. 23 to send City Council a preliminary 2027 budget with $9.28 million in spending, $5.10 million in revenue and a $4.18 million draw from assigned fund balance. The vote forwards the proposal; it does not adopt the budget. The board’s recorded motion was to send the preliminary budget to City Council; five members voted yes and two were absent.
The DDA’s preliminary budget schedule allocates about $6.25 million, or 67% of proposed spending, to capital investments; $1.98 million, or 21%, to operations and programming; and $1.05 million, or 11%, to debt service. The schedule projects assigned fund balance falling from $10.414 million, as of the second quarter of 2026, to $6.233 million at the end of 2027.
Planned capital projects include a $2 million DDA contribution to Little Dry Creek Park and Plaza, alongside about $1 million from the city’s Parks Department. The DDA presentation described up to $6.8 million for Old Hampden Complete Streets, tied to earlier commitments. It did not present that figure as a finalized project cost or a specific 2027 cash outlay; final design will determine whether the full amount is needed. The presentation said Colorado Department of Transportation funding was no longer part of the plan and that the city and DDA were exploring alternatives.
The preliminary budget now goes to City Council for consideration.
