Arapahoe County weighs land deal that could avoid up to $4 million in road costs

Arapahoe County commissioners discussed a proposed land agreement for widening South Gun Club Road on Sept. 28. Staff estimated the dedication could avoid $3 million to $4 million in right-of-way acquisition costs, describing the figure as a rough estimate during the meeting discussion.
The proposed agreement with Rippey Commercial Investors would provide 32 feet of road right-of-way and a separate, adjoining 20-foot easement for public uses such as sidewalks, landscaping, lighting and utilities. Staff described the terms as a negotiated alternative to the county’s typical 52-foot right-of-way dedication. The county needs additional land for the widening: the existing right-of-way is about 89 feet, while the project requires 141 feet, according to the staff report, which recommended approval and signing of the agreement.
The agreement would support the widening near East Belleview Avenue, part of a larger project between Quincy Avenue and Aurora Parkway. Aurora is leading final design, which staff said is expected to finish in 2027, but construction funding is not secured. Staff said Aurora planned to seek funding through a November ballot measure; if it fails, the county may pursue a Transportation Improvement Program application.
The board did not vote to approve the agreement in open session, and the available meeting materials do not establish whether it was later approved or signed. Commissioners entered executive session to discuss legal advice and negotiation strategy. The proposed agreement describes the land terms but has blank signature blocks and an empty effective-date field.
