Jeffco board to reconsider MESA charter after state overturns denial

The state sent the application back for a new decision after Jeffco rejected it in May; an interim superintendent now recommends conditional approval with budget, enrollment and student-service requirements.

Jefferson County Public Schools’ Board of Education is scheduled to reconsider the MESA kindergarten-through-eighth-grade charter application Oct. 7. Interim Superintendent Rob Stein recommends conditional approval, but the district board has not decided whether to approve the school.

The Oct. 7 board packet schedules the public action item for 4:35 to 5:15 p.m. The Colorado State Board of Education reversed Jeffco’s May 11 denial on Sept. 9 and required the district to reconsider the application. In a 7-2 decision, the state board found the denial contrary to the best interests of pupils, the district or the community; it did not approve MESA.

Jeffco’s May denial cited concerns about MESA’s enrollment and demand projections, revenue and expense projections, and overlap with other school-choice options near the proposed site. Stein’s Oct. 2 memo says those concerns remain valid, but the state board concluded they could be addressed through conditions and contract requirements.

Stein recommends requiring MESA to submit a comprehensive five-year, line-item budget by Oct. 23, developed with an expert mutually agreed upon by the district and school. The proposed budget would address revenue and grant timing, staffing and benefits, transportation, student services and facility costs.

Other proposed requirements would have MESA provide transportation, breakfast and lunch, and before- and after-school care at no cost to families. Before opening for the 2027-28 school year, MESA would also have to show at least 72 accepted enrollments across kindergarten through second grade by Jan. 29, 2027.

If trustees accept Stein’s recommendation, district staff would begin negotiating a charter contract and setting pre-opening milestones. The negotiated contract and conditions would return to the board for formal approval, so the packet’s proposed conditions are not final charter terms. Jeffco’s stated deadline for its reconsideration decision is Oct. 15.
