Wheat Ridge’s homeless-navigation program reported 210 housing placements since January 2023, with a median of 117 days from intake to placement.

City staff presented the figures at an Oct. 5 City Council study session. Staff said placements included apartment move-ins after security-deposit assistance and a client’s purchase of an RV. The program also serves Edgewater and provides follow-up help, including rental assistance, transportation and communication with landlords.

For regular cold-weather activation, staff said Jefferson County Public Health sets the thresholds and makes the call. The county’s activation guidance specifies a forecast overnight low of 32 degrees Fahrenheit with more than 1 inch of snow expected within 24 hours, or a low of 20 degrees or below with or without precipitation.

Staff said navigators distribute motel vouchers to program clients and other people they identify as at risk when severe weather is declared. The county’s posted guide says applicants must be connected with a municipal or county navigator and complete a vulnerability assessment.

A separate extreme-weather response is run by the Jefferson County Office of Emergency Management. Staff said it may be activated when the forecast low is 10 degrees or below. The county guide says mobile shelters require forecasts at or below that temperature for at least 48 hours, and deployment is at the office’s discretion. The guide’s detailed voucher and mobile-shelter procedures are labeled for the 2025–26 season and do not establish whether they remain unchanged for 2026–27.
