Douglas County panel recommends Castle Pines North district plan amendment
The proposed change would remove stormwater and recreation services from district authority and cap its general-operations property-tax levy at 7 mills. County commissioners are scheduled to consider it Nov. 10.

The Douglas County Planning Commission voted 7–0 on Oct. 5 to recommend approval of an amendment to the Castle Pines North Metropolitan District’s service plan, the meeting record shows. The recommendation is advisory; county commissioners have the final decision.
The proposed amendment would remove district authority over stormwater and recreation-related services, including parks, trails and open space, because the City of Castle Pines provides those services under intergovernmental agreements. The district would retain other authorized services, including water and sanitary sewer, and covers about 1,450 acres, the county staff report says.
The amendment would also cap the district’s general-operations property-tax levy at 7 mills. The current service plan sets no maximum for that levy. The cap would be a ceiling, not a required tax rate, and the staff report says the proposal would not change the district’s existing financial plan.
The staff report scheduled a county commissioners’ hearing for Nov. 10, 2026. The amendment would take effect only if the commissioners approve it.
