Denver plans to invite bids in November for a new citywide security-services contract, targeting Oct. 1, 2027, for the replacement agreement. At an Oct. 13 committee meeting, General Services staff outlined the plan and said the solicitation was still being prepared.
The department plans to rewrite the scope of work, tailor requirements to the city agencies using the services and develop more objective, metrics-based performance measures. Staff’s proposed timeline called for seeking City Council approval in June 2027, ahead of the planned start date.
The proposed transition schedule includes three months of operational preparation before the new agreement begins, followed by a separate 90-day worker-retention period. Staff said preparation would cover schedules, reporting, invoicing and worker communications. During the retention period, guards would be evaluated; those who meet expectations would be offered permanent work on the city contract by the incoming vendor.
The city has not settled how vendors will be allowed to bid. Staff discussed one solicitation that could let companies bid on one or more of as many as three groups of buildings. The city also said it intended to involve SEIU Local 105 in pre-bid discussions and give potential bidders information about the current collective bargaining agreement.
The committee advanced a proposed extension of the Securitas contract through Sept. 30, 2027, to bridge services to the planned replacement start. The extension remained proposed at the Oct. 13 meeting.
