The proposals would allow up to $2.52 million in city payments for continuing services through June 2027, pending final City Council action.

Denver City Council’s Health and Safety Committee approved by consent Oct. 14 two proposed Head Start agreements that would authorize up to $2,520,730 in city payments for 224 Head Start and Early Head Start slots through June 30, 2027. The Volunteers of America proposal record and Catholic Charities proposal record show the committee action and proposed terms. Both agreements describe continuing services, not new placements.
Denver’s Oct. 20 Legistar calendar lists a Mayor-Council meeting, not a City Council meeting. As of that date, both proposal records remained in “Approval Review,” with no final-action entry.
The proposed Volunteers of America Colorado Branch agreement sets a maximum city payment of $1,068,531 for 76 Head Start and 20 Early Head Start slots. Its agreement and program application describe continuing services, primarily in southwest Denver neighborhoods and for unhoused families in Denver-area shelters. The application lists the Dianna Kunz Early Childhood Education Center as a center-based site and also describes home-based services.
The proposed Catholic Charities and Community Services of the Archdiocese of Denver agreement sets a maximum city payment of $1,452,199 for 108 Head Start and 20 Early Head Start slots citywide. Its first amendment sets the term from July 1, 2026, through June 30, 2027, and describes the funding as supporting continuing services.
The amounts are maximum city payments, not prices per slot. Both agreements also require non-federal matching funds.
