Denver’s Department of Housing Stability is asking City Council to add $852,000 to Volunteers of America Colorado Branch’s contract for a program that helps families experiencing literal homelessness move into permanent housing. The proposed amendment would extend the contract by one year, through Dec. 31, 2028, using money from the Homelessness Resolution Fund, the department’s request says.
The Shelter Into Rapid Rehousing program provides housing search and placement, eligible move-in assistance for costs such as rent, deposits and utilities, and case management intended to help households maintain permanent housing. It also connects participants with health care, benefits, employment, childcare and other services. The program serves households experiencing literal homelessness citywide, including people referred through the city’s OneHome system, department-funded shelters and outreach programs.
Denver’s Community Planning and Housing Committee approved the resolution by consent Oct. 13, the committee’s minutes show. That committee action was not final contract approval. The proposed amendment says it will not bind the city until required city signatures are complete and, if required by the City Charter, City Council approval is obtained. The reviewed records do not establish whether those conditions have been met.
The amendment’s award-history table lists a $1,377,000 base amount, a $1,184,433 first amendment and the proposed $852,000 addition, totaling a $3,413,433 contract ceiling. Its 2026–28 budget schedule totals $2,931,684, a difference of $481,749 from that ceiling. The amendment does not explain how the schedule relates to the award-history total.
