Denver Water staff are recommending a 5.8% increase in water-sales revenue for 2027 and $38 million in added funding for agreements to replace lead service lines, according to the Board’s meeting agenda. The Board of Water Commissioners is scheduled to consider both proposals Oct. 28.
The proposed rate schedules would take effect Jan. 1, 2027. Staff estimate typical residential bills would increase by $3.25 to $4.53 a month, depending on location, water use and time of year. The agenda also estimates monthly increases of about $2.07 to $2.32 per dwelling unit for multifamily customers; these are projected average impacts, not final bills.
For lead-line work, staff recommend adding $38 million across two agreements with Miller Pipeline and AGL Construction Company, raising their combined spending ceiling from $30 million to $68 million. The proposed amendments would run from Jan. 1, 2027, through Jan. 31, 2028.
The contractors are projected to replace about 3,000 lead service lines in 2027, as part of a 4,477-line target. Denver Water crews and other contractors are expected to replace the remainder.
