Cielo Vista Ranch access dispute

Colorado is facilitating negotiations among the Cielo Vista Ranch owner, easement holders, Costilla County, community members and other stakeholders over access rights to the ranch in Costilla County. A special envoy and facilitator are developing recommendations for a path forward.
