Wheat Ridge affordable housing commitments

Wheat Ridge is using regional unit sharing and a new affordable-housing target to meet Colorado Proposition 1-2-3 requirements and remain eligible for state funding. Council approved the regional agreement and the city's next-cycle commitment.
