Castle Rock water and sewer bonds

Castle Rock is considering authorization to issue or refinance water and sewer enterprise revenue bonds to support utility projects. The authorization would preserve borrowing flexibility but would not itself require the Town to issue debt; repayment would come from pledged enterprise revenues.
