Arapahoe County conditionally approves Valentia site plan, Rattle Stitch subdivision
Commissioners approved a 2.511-acre subdivision and conditionally approved a 4.8-acre Parker Road Business Center plan with expanded commercial uses and site restrictions.

Arapahoe County commissioners approved two land-use applications Tuesday: a 2.511-acre minor subdivision for Rattle Stitch Ranch Filing No. 1 and, conditionally, a development plan and zoning for the roughly 4.8-acre Parker Road Business Center at 1338 South Valencia Street, also identified in county materials as Valentia Street.
The Rattle Stitch Ranch plat creates one conforming lot at 24,560 East Jewell Avenue in unincorporated Arapahoe County. The property has an existing well and onsite wastewater system. A condition requires future notification and possible abandonment of those systems if the property is redeveloped or connected to public utilities. The subdivision remains subject to rural transportation impact fees and standard requirements for street maintenance, drainage and public improvements. No public comments were received.
For the Parker Road Business Center, the plan covers an existing roughly 45,000-square-foot building and expands or regularizes potential uses including contractors, light manufacturing, wholesale, warehousing, offices, retail, indoor recreation, a microbrewery, day care, vehicle repair, auto detailing, vehicle leasing and rental, and ancillary outdoor storage. The plan excludes an auto service station, vehicle sales, self-storage, a nightclub, sexually oriented businesses and marijuana uses, the county meeting record shows.
Hearing-discussed restrictions include no vehicle work outside the building, no vehicle bays facing Valencia Street, no outdoor storage visible from the street and no overnight dog kenneling. The plan also requires correction of an unauthorized stormwater facility; the record uses both detention and retention terms, so the final resolution is needed to establish the facility’s precise designation.
A neighborhood meeting on March 26, 2025, drew nine attendees from 940 invited households. Residents raised concerns about crime and vagrancy, Valencia Street potholes and road conditions, and overnight street parking. County staff reported no public comments on the application, and no one was in the public-comment queue at the board hearing.
The Planning Commission voted 6-0 on May 5, 2026, to recommend approval. Final civil design and a subdivision improvement agreement will proceed through the administrative site plan process.
