Denver committee advances rezoning at 3201 N. Speer; hearing date unconfirmed

A Denver City Council committee advanced a request to rezone 3201 N. Speer Boulevard to the full council, but the change has not received final approval. City staff identified Sept. 14, 2026, as a tentative target for a full-Council public hearing.

The request, case 2026-REZONE-0000025, would change the property from Urban Single Unit A (U-SU-A) to Urban Mixed Use 2 Stories X (U-MX-2X). The mixed-use zoning could allow activity such as retail, office, personal or business services, and eating and drinking uses, while retaining residential capacity. Denver’s zoning code use tables do not establish that a particular business is planned for the site.

The applicant told the committee the existing two-story building, constructed in the 1950s, would remain and be used more fully for commercial purposes. The record does not describe demolition, an expansion, a named tenant or a detailed redevelopment proposal. Denver’s official case page and the city’s agendas identify the address as 3201 N. Speer Boulevard, despite an earlier committee reference to 3021 N. Speer Boulevard.

Planning staff said the request met applicable review criteria and was consistent with the city’s Comprehensive Plan 2040 and Blueprint Denver. The Denver Planning Board agenda shows the board unanimously supported the rezoning before the committee advanced it.

The public response was limited and mixed. Staff reported two written comments in moderate opposition, citing concerns about potential future development. Staff also reported support from the registered neighborhood organization and one verbal supporter at the Planning Board hearing, who cited potential business opportunities. The reviewed record does not identify the commenters or the neighborhood organization by name.

At the Aug. 4 committee proceeding, a presenter initially said “November 5th” before correcting the date to Sept. 14. The official committee agenda lists the rezoning as matter 26-1111 but does not provide a full-Council hearing date or time. As of Aug. 5, the Legistar calendar did not show a published Sept. 14 City Council agenda for the case. The next formal step is full-Council consideration and a public hearing if the council schedules the matter.
