Denver committee advances proposed $15M deal for Boettcher Hall renovation
The bill would support a planned $120 million renovation through naming-rights fundraising, but the filed agreement’s shortfall and cancellation terms remain unverified.
A Denver City Council committee voted 7-0 Aug. 4 to advance a bill proposing a $15 million project-funding and naming-rights agreement with the Colorado Symphony Association for a planned renovation of Boettcher Concert Hall. The full City Council would still need to act.
The official committee minutes show that the Parks, Art and Culture Committee approved Council Bill 26-1124 for filing. As of Aug. 5, the Legistar matter record showed no later action, enactment date or enactment number. No full-Council vote or signed agreement was identified in the records reviewed.
The bill concerns a renovation estimated at about $120 million. The capital plan presented to the committee identifies $20 million from the voter-approved Vibrant Denver bond program, prior city appropriations, an appropriation described as coming from 2024 tax-related funds, Arts & Venues capital-program funds and $15 million the Symphony is expected to raise through philanthropic naming rights. The accessible records do not provide a complete dollar-by-dollar breakdown.
The committee presentation described a planned construction closure from June 2028 through August 2029, with a first performance targeted for September 2029. Those are plans, not completed or finally approved dates. The renovation is intended to address building systems, accessibility, life safety, energy efficiency and acoustics; add an education center; and reduce seating from about 2,600 to about 2,000. The city’s renovation solicitation also lists planned HVAC, fire protection, technology, seating, acoustics, roofing, facade and ADA-related work.
Arts & Venues told the committee that the Symphony’s proposed contribution would be due by Feb. 1, 2029. The presentation described quarterly fundraising reports, city review of campaign materials and approval of naming rights, with terms limited to 25 years and exclusions for tobacco, liquor, marijuana and adult-industry sponsors under city rules. Because the filed agreement could not be opened, those statements are not treated here as verified contract language.
The Legistar attachment index lists the filed agreement as attachment 193203. Its direct public document link and file endpoint were inaccessible during reporting because of a file-lock/server error. The agreement’s exact language on the $15 million obligation, payment deadline, naming-rights grant, signature sequence and remedies could not be reviewed. The available record also does not establish what happens if fundraising falls short or the project is canceled, delayed, terminated or materially changed. It is unclear whether Dec. 31, 2032, a date shown in the bill, is the agreement’s termination date, a naming-rights deadline or another contractual date.
