Proposed Globeville levee amendment would raise project cap to $42.47 million
The pending amendment details design, construction and contingency costs, but available records do not show final City Council passage, execution or a new construction completion date.
A proposed sixth amendment to Denver’s agreement for the Globeville Levee Project would raise the project cap to $42,468,816.59, including $4.2 million for final design, $37,268,816.59 for construction and $1 million in contingencies.
The amendment agreement covers drainage and flood-control improvements along the South Platte River between 31st Street and East 50th Avenue. The proposed cap is $12.75 million higher than the previous $29,718,816.59 estimate.
Under the amendment, the Mile High Flood District would contribute up to $19.5 million, or about 46% of the total, while Denver would contribute up to $22,968,816.59, or about 54%. Denver’s maximum share includes $22,768,816.59 from the Department of Transportation and Infrastructure and $200,000 from the Department of Parks and Recreation. The district’s share includes $2 million from its South Platte River Capital Improvement Program and $17.5 million from general capital-improvement funding.
The $12.75 million increase consists of $8.55 million from the district and $4.2 million from Denver. Final-design funding would increase by $2.2 million, construction funding by $10.55 million, and contingencies would remain unchanged.
The amendment would revise provisions governing project costs, funding allocations and financial management. It says each party’s payment obligation is limited to funds lawfully appropriated and encumbered and that the agreement would not create multiple-fiscal-year debt for Denver. It does not change the agreement’s term or provide a new construction completion date or detailed schedule.
The filed Council Bill 26-1210 received South Platte River Committee approval by consent on Aug. 26, 2026. The public Legistar matter record lists the measure under “Approval Review” and does not show final City Council passage, mayoral approval or publication. The available records also do not identify a separate appropriation action specifically tied to the amendment.
The amendment’s execution-date field and signature blocks are blank in the available copy. That document does not establish whether the amendment was executed. It also does not make a new determination about private-property or business impacts.
Denver’s Washington Area project page lists trail-access changes associated with the broader work, including a closure between East 46th Avenue and the Globeville Landing Park pedestrian bridge and an indefinite closure at 45th Avenue behind McDonald’s. The page does not establish a current completion milestone or verified start date for construction on the project’s south half.
A previous report said city staff estimated that two or three years of construction remained as of Aug. 26, with north-half construction continuing and additional design needed for the south half. The proposed amendment does not alter that estimate or provide a more precise schedule.
