Denver council to consider Steele Street pallet-shelter license

The proposed license would let Colorado Village Collaborative operate a safe outdoor space at 3815 N. Steele St.; the Sept. 14 agenda also includes a 2027 homelessness plan, a motel-shelter scope update and $686,352 for Head Start health services.

Denver City Council is scheduled to consider a proposed license for Colorado Village Collaborative to operate pallet shelters for people experiencing homelessness at 3815 N. Steele St. The Sept. 14 agenda also includes a one-year continuation plan for the city’s homelessness strategy, an emergency-shelter agreement update and a $686,352 Denver Health contract for Head Start services.

The proposed license, listed as Resolution 26-1260, would cover part of a parking lot in the Clayton neighborhood for $10 per year, with a maximum contract amount of $20. The agreement lists an estimated term from Sept. 1 through Dec. 31, 2026, and allows a possible extension through Dec. 12, 2027, with written approval from Denver’s director of real estate.

The proposed agreement would require Colorado Village Collaborative to operate the site as a safe outdoor space with pallet shelters. The Finance and Business Committee approved filing the resolution by consent on Sept. 1, but the City Council has not yet considered the measure at its scheduled meeting.

2027 homelessness planning

Proposed Council Bill 26-1253 would allow the Department of Housing Stability, known as HOST, to submit a one-year continuation plan for 2027. HOST is scheduled to bring a new long-range strategic plan to the council for approval in September 2027, with that plan taking effect in January 2028.

Other housing and human-services actions

Resolution 26-1213 would update the emergency-shelter project agreement with The Fax East Colfax Redevelopment LLC for the Sand & Sage/Westerner Motel property. The proposed scope amendment would not change the shelter’s capacity or the contract term.

Proposed Council Bill 26-1206 would authorize a $686,352 contract with Denver Health and Hospital Authority through June 30, 2027. The contract would provide health, dental and mental-health services to children and their families in Denver Great Kids Head Start programs citywide.

The Sept. 14 meeting is scheduled to consider these measures; the agenda does not establish that any has been adopted, approved by the mayor or executed.
