Denver committee approves proposed $1.125 million Lockton benefits contract
The five-year agreement covers medical and dental plans for city employees and eligible retirees and allows possible third-party compensation beyond its $225,000 annual fee.
A Denver committee approved a proposed five-year, $1.125 million contract with Lockton to advise the city on health plans and other benefits for more than 12,000 active employees and eligible retirees. The agreement would run from Jan. 1, 2027, through Dec. 31, 2031, at a flat fee of $225,000 a year, subject to annual City Council appropriations.
Lockton would advise the Office of Human Resources and the Employee Health Insurance Committee, help negotiate annual medical and dental premiums and plan changes, and conduct actuarial work for the city’s self-insured plans. The scope also includes marketing coverage on a five-year cycle, benefits-law compliance support, contract advice, training and wellness-program analysis, the proposed agreement says.
The agreement says Lockton may be eligible for additional compensation from insurers, intermediaries or other third parties, including incentive payments and supplemental commissions. It does not specify amounts or a formula for that compensation, and the disclosure does not establish that Lockton has received any such payments. Lockton would need the city’s prior approval to use intermediaries or outside vendors and would have to disclose whether an intermediary is affiliated with the company. The agreement also gives the city auditor or other authorized agents access to relevant records for examination.
The agreement says it would not bind the city until required city signatories execute it and, if required, City Council approves it. The filed resolution records committee approval on Sept. 15; Legistar listed the matter as “Approval Review” as of Sept. 24, 2026.
