Commerce City council to consider $500,000 for Victory Crossing planning
The proposed transfer would pay for project management and consulting, with the city targeting completion of development entitlements by July 2027.
Commerce City’s City Council will consider a $500,000 budget transfer Oct. 5 for program management and consulting to advance development work in the Victory Crossing Urban Renewal Area. The proposal would fund planning and negotiation support, not construction, and sets a target of completing project entitlements by the end of July 2027.
Under proposed Ordinance 2810, the money would move from the General Fund’s unassigned balance to the Capital Expenditures Fund, split equally between program management and consulting.
The city issued a request for proposals Aug. 7 and is reviewing responses, staff told the council. The city intends to select one or two vendors. Program managers would coordinate project reviews, entitlement applications and reviews, and city departments. A separate consultant would advise the city on financial and business strategy during negotiations with the developer and, as needed, during the project.
The city describes Victory Crossing as a 917-acre area it acquired in 2004. An earlier vision for about 600,000 square feet of commercial, retail, office and hospitality uses near the stadium was not delivered, according to the city’s Victory Crossing page.
