Matrix Design Group recommends Littleton plan redevelopment across about 28 acres of city-owned land around Geneva Village, rather than treat the 2.8-acre housing site as a stand-alone disposition. The consultant says a broader plan could give the city more control over development and allow it to phase work as conditions change, according to its presentation to City Council.

Matrix also recommends coordinating the planning with other city work, including the Facilities Master Plan. The city has not settled on a redevelopment program or procurement approach.

Littleton’s 2027 capital budget identifies $1.5 million for potential redevelopment next steps that could support project management and site preparation, the packet’s staff communication says. The packet does not establish that the full amount is committed exclusively to those activities.

The presentation labels its schedule “Illustrative Next Steps.” It places community engagement and market sounding, including a request for qualifications, in 2027, followed by a possible request for proposals in 2028 “as relevant.” The proposal process is therefore conditional, not a set procurement date.

The Oct. 27 council agenda schedules a 60-minute discussion of the recommendation; it lists no formal action.
