Commerce City commission to consider Oakwood’s 84-lot Reunion plat Sept. 1
Staff recommends approval of Oakwood Homes’ proposed 84-lot subdivision, while residents have raised concerns about traffic, drainage, schools and infrastructure.
Commerce City’s Planning Commission is scheduled to hold a public hearing Sept. 1 on Oakwood Homes’ proposed Reunion Filing 39 final plat, which would create 84 residential lots and six tracts west of Chambers Road and Heartland Drive. The hearing is scheduled for about 6:15 p.m. during the commission’s 6 p.m. hybrid meeting, according to the official meeting agenda.
The approximately 22.46-acre site is undeveloped and lies within the Reunion Planned Unit Development. The proposal calls for single-family detached homes and tracts for open space, utilities and drainage. If the commission recommends approval, the matter is scheduled to go to City Council on Oct. 5, according to the staff report.
Commerce City staff recommends that the commission recommend approval to the council. The report says the lots meet applicable Land Development Code, engineering and Reunion PUD standards, and that city Engineering and Public Works staff found no remaining technical or interagency concerns. The recommended motion does not list specific numbered conditions for the plat.
Traffic is expected to be a central issue. A traffic impact study projects acceptable levels of service in 2026 opening-day scenarios and anticipates a traffic signal at Chambers Road and Heartland Drive by 2026. It recommends improvements including a southbound right-turn lane at Chambers Road and 112th Avenue, signal modifications at 112th Avenue and sight-distance verification at project accesses.
The packet does not clearly identify those recommendations as individual conditions of the plat. Staff instead points to an executed development agreement covering the internal road network and other public improvements, including storm sewers, sidewalks and landscaping. The hearing record will clarify whether the commission imposes conditions specifically for Filing 39.
The drainage report says the lots are outside the Second Creek floodplain in FEMA Flood Zone X. It proposes directing onsite drainage to metropolitan-district infrastructure and existing or planned water-quality ponds. The report concludes the plan complies with applicable standards and will not adversely affect upstream or downstream areas, while noting that Ponds C and E were still under design and that a Filing 39 addendum would be provided as the designs were finalized.
In an Aug. 20 letter, School District 27J identifies Turnberry Elementary, Prairie View Middle School and Prairie View High School as the schools serving the site. The district says Turnberry had about 540 students in 2026-27 in a building with capacity for 874, and that planned middle- and high-school construction and boundary changes are expected to provide additional capacity. The district says it expects to serve students generated by the development.
The staff presentation says the city received 20 public comments. Residents’ written comments raised concerns about cumulative traffic on Chambers Road and 112th Avenue, road expansion, school capacity, utilities, emergency services, drainage, parks and the lack of nearby commercial amenities. Some requested a delay or a broader corridor-wide traffic study. Those comments are residents’ concerns, not findings adopted by staff.
Oakwood’s response says the proposal conforms to the approved PUD and that traffic and drainage were adequately reviewed. The company says the compact layout minimizes land disturbance and that the project does not contemplate roads crossing the adjacent Second Creek floodplain. It directed broader questions about Chambers Road, 112th Avenue, retail and long-term land-use strategy to the city.
As of Aug. 27, the hearing had not occurred. The official case record lists the matter as “Agenda Ready,” with no final action or history posted. The commission’s recommendation, any conditions and comments made at the hearing remain unresolved.
