Englewood council postpones interim city manager decision before Lewis’ retirement

Englewood City Manager Shawn Lewis plans to retire effective Aug. 31, the city announced. The City Council discussed an interim replacement July 20 but postponed a decision until Aug. 3, the meeting record shows.
No interim manager was appointed at the July 20 meeting. A motion to appoint City Attorney Niles was made and seconded, but council members postponed the discussion rather than vote.
Council members discussed using an internal candidate for the short-term role. Mayor Randy Penn said he was confident the city had internal candidates, citing Deputy City Manager Tim Dodd and Niles. Council member Prang said he preferred a structure in which the deputy city attorney would become city attorney and the city attorney would serve as interim city manager. Niles said she would consider the role if asked, but would need a separate contract from her existing city-attorney agreement.
Staff told the council that the human-resources director had released a request for proposals for a firm to conduct the permanent city-manager search. The meeting record does not state the RFP’s response deadline, evaluation schedule or expected selection date, and does not show that a search firm has been selected.
Lewis is scheduled to leave Aug. 31. Until the council acts, no interim manager has been appointed.
