Commerce City plans Nov. 16 hearing for proposed 1,131-acre Third Creek East annexation

Commerce City is scheduled to consider Sept. 21 whether a petition for a proposed 1,131.88-acre annexation near East 112th Avenue and Himalaya Parkway substantially complies with Colorado law. The action would begin the review process, not bring the property into the city.
The city’s agenda materials list Resolution 2026-107 for consideration. If approved, the resolution would set a 6 p.m. eligibility hearing for Nov. 16 in the Commerce City Council Chambers, 7887 East 60th Avenue. The hearing may be held partly or entirely online, and the public may present evidence relevant to the annexation’s eligibility.
The city’s Council Communication describes the eligibility review as the first of three annexation steps. If the City Council later determines the territory is eligible, it could consider a separate annexation ordinance, expected alongside a zoning request. That ordinance would determine whether the annexation becomes effective.
The property is currently zoned Adams County Agricultural-3. The applicant proposes four Commerce City zoning districts under the city’s 2025 Land Development Code: Industrial Airport, Open Space, Residential 3 and Campus Corridor. Those designations remain proposed; the resolution would not approve zoning or a development plan.
The annexation map reports that 14,666.56 feet, or 40.20% of the proposed area’s 36,485.90-foot perimeter, is contiguous with the existing city boundary. The map says that exceeds the one-sixth threshold cited in state law and is labeled for annexation purposes only.
