Commerce City Council approved the final plat for Reunion Filing 39, a 22.484-acre subdivision near Heartland Drive and west of Chambers Road, in a 6-3 vote Oct. 19. The council approved Resolution 2026-124 and the plat attached to it.

The resolution finds that the subdivision is consistent with the approved planned-unit development, meets city standards, has adequate public services and facilities, and follows a rational phasing plan. It also finds that potential adverse effects will be mitigated to the maximum extent feasible. The resolution added no separate conditions; public-improvement obligations are covered by a development agreement that had already been executed.

The agreement, described in the city staff report, covers Filings 39 and 40. It requires a southbound lane on Chambers Road with turn and acceleration lanes, a portion of East 112th Avenue, and a developer contribution toward a city project for a traffic signal at Chambers Road and Heartland Drive.

Written comments submitted for the council hearing raised concerns about traffic and road capacity, the unfinished 112th Avenue connection, water supply and drought, drainage and utilities, emergency services and schools, nearby amenities, cumulative development, and metropolitan-district taxes. Some commenters asked the council to deny or defer the plat until infrastructure was in place. These were residents’ concerns in the written comments, not findings established by the comments themselves.

In a written response, the applicant said a city-approved traffic study found acceptable traffic operations and that a city signal planned for 2027 at Chambers Road and Heartland Drive would address a westbound left-turn issue. The applicant also cited water and fire-flow reviews, water rights to be transferred when meters are purchased, school-capacity information from 27J Schools, and said the filings would join a metropolitan district without changing taxes in residents’ existing district. The city staff report recommended approval and said reviewing city departments and referral agencies had no outstanding technical comments or concerns.
